We are now hiring a Procurement and Business Developer to take ownership of our procurement processes and vendor management, while also playing a key role in shaping ElBits’ business strategy and value proposition. This role is critical to our ability to scale and evolve our products in close collaboration with public sector partners and the industry vendors.
Our mission to modernize and digitalize the grid industry means rethinking how things are done across organizations, systems, and partnerships. To succeed, we need to challenge established processes, remove unnecessary complexity, and create smarter ways of working together. This role will be central to this transformation by driving procurement strategies and commercial processes that enable our teams and partners to focus on creating value, not managing red tape. At the same time, you'll help shape how we work, building clarity, trust, and momentum across the ecosystem.
As part of our work with public sector partners, ElBits is subject to the Utilities Regulation (Forsyningsforskriften) when it comes to procurement. This means we must balance compliance and formal requirements with the need for speed, collaboration, and innovation. In this role, you’ll have the opportunity to develop procurement processes and agreements that meet regulatory standards while also supporting a modern and agile way of working.
What will you do?
As our Procurement and Business Developer, you will play a key role in our Ecosystem Team, working closely with the Head of Ecosystem and the management team to turn strategic ambitions into tangible results.
You will own and lead tender processes, establish flexible operational agreements, and ensure compliance with laws and regulations, without losing the creativity needed to think differently. At the same time, you’ll help identify new business opportunities, communicate with external parties, and act as a bridge between technology, operations, and strategy.
Key responsibilities:
- Develop and own our procurement approach - covering everything from internal purchases to running tenders on behalf of our public partners. Your role involves ensuring compliance with regulations while also identifying innovative, flexible solutions within those frameworks. For example, you’ll help define how a third party can take over one of our products if we no longer operate it, enabling our teams to focus on insight and innovation rather than long-term operations.
- Lead tender and contracting processes – support both internal and external tender work, and establish smart, scalable operational agreements.
- Vendor management and collaboration - you’ll be the main point of contact for suppliers, as well as building strong relationships and ensuring they’re well integrated into our projects. This includes everything from day-to-day collaboration with our product teams to representing ElBits in the supplier market and helping ensure that procurement and delivery are aligned across the organization.
- Drive business strategy and identify opportunities – analyze market trends, risks, and challenges to uncover potential for long-term value creation. Help shape and communicate strong value propositions and Proof of Concepts for ElBits.
- Advise in implementation processes – take charge of the commercial side of implementation processes. You’ll handle dialogue with decision-makers, push for progress with our partners, and coordinate delivery and follow-through.
- Continuous improvement – contribute to the development of structures, processes, and tools that support both our internal goals and those of our partners. Act as a sparring partner to product teams and colleagues across the Ecosystem team, bringing a systems-level mindset and a strong sense of collaboration.

Who are you?
We’re looking for someone who thrives in the intersection between business, technology, and public value creation. You have experience in business development or a related area, and you bring strong communication skills, a structured mindset, and the ability to move work forward in complex stakeholder landscapes.
You may have experience from procurement, product or project management, or working with the public or energy sector. Most importantly, you bring a pragmatic mindset and can balance big-picture thinking with hands-on problem-solving.
What makes you a great fit?
- You have experience in business development, procurement, or a related field.
- You possess strong communication and storytelling skills, both written and verbal.
- You have proven experience in managing complex stakeholder landscapes, ideally in or with the public sector.
- You have experience with project management, preferably in a SaaS environment.
- You are familiar with procurement processes, including tenders and operational agreements.
- You possess a structured and strategic mindset with the ability to simplify complexity and drive progress in a scaling environment.
- You can analyze market trends and identify strategic opportunities for value creation.
- You are comfortable navigating ambiguity and contributing to early-stage thinking around new products, partnerships, or business models.

- For the second interview, we’ll have a more in-depth discussion about your experience and understanding of the role. Here we will inform you about our way of working and more about us. We conduct a short exercise as well as a personality assessment through Fairsight.
- The final chat will involve a meeting with our CEO.
